It has used this expertise to assist federal agencies in assessing organizational issues to meet changing mission requirements, designing organizational structures, developing manual and electronic processes, identifying workforce skill requirements and proposing change implementation plans consistent with good personnel management practices. MRF has carried out the full range of day-to-day personnel operations crossing all the professional level personnel functional areas and transaction processing and records maintenance. This includes recruitment, staffing, organizational analysis, position management, classification, and employee relations.
It is MRF?s business strategy to provide only fully qualified and very experienced organizational and human resource planning and operations experts to its clients?these professionals all have more than 25 years combined operational and executive federal agency experience, usually with a degree or advanced degree. On each MRF project, there is a designated team leader who has specific operational experience in the service being requested supported by a team of specialists who have the requisite organizational design, human resources expertise, business process engineering and change implementation backgrounds. This team leader is accountable for the ensuring a high degree of quality control. MRF has a core competency of consultants to meet performance requirements; however, it is also capable of recruiting additional staff to meet special or unique agency requirements. Professional staff is required to maintain and update their competency levels to remain current in the dynamic environment where human resources and organizational structures interface. MRF certifies each professional?s education and experience with a full background check and personal references.
MRF has grown significantly in recent years?sales revenue having grown to $4.2 million for the year 2004 and forecasted to be $4.5 million for 2005. MRF has provided organizational and human resource management and operations services to a wide range of federal departments and agencies such as: Agriculture, Commerce, Defense, Energy, the Environmental Protection Agency, Health and Human Services, Interior, Justice, Labor, NASA, State, Transportation, and Veterans Affairs. MRF also employs a full time office manager supported by an accounting firm to insure that billing to the agency is done accurately, timely and appropriately. MRF uses an automated accounting system to record its project expenses and prepare its bills.
Recently, MRF has taken a leadership role in the development of a Consortium of HR partners (Human Capital Solutions), including a number of highly regarded Human Resource firms, with multiple capabilities and experience in all functions and areas of human resource management. MRF Consulting has joined with such firms as Quick-Hire to explore advanced technological approaches to streamline the recruitment, staffing and placement of highly qualified candidates, both within and outside the Government.
